What impact do Open Educational Resources (OER) have on the educational environments in which they are used?

The production of Open Educational Resources (OER) has emerged as a pivotal strategy for promoting open and equitable education worldwide. Within the framework of UNESCO's Recommendation on OER, this research examines the impact, challenges, and achievements stemming from a binational course focused on OER creation, implemented across educational institutions in Chile and Mexico.

This course not only fostered the development of digital competencies but also strengthened international collaboration around principles of accessibility and inclusive education. The article outlines the design, implementation, and evaluation process of the course, along with its key findings, including the creation of 51 OER and the development of educational skills aligned with the goals of Education 4.0.

The research is guided by three fundamental questions: What impact do OER have on the educational environments in which they are used? What are the main challenges faced in the creation and use of these resources? What achievements and competencies can be expected from students and educators involved in their production?

These questions aim to provide valuable insights into how OER can be effectively integrated across different educational levels and disciplines, addressing challenges such as connectivity, technological skills, and resistance to adopting digital tools.

The findings could be instrumental in expanding the course to massive and open formats, such as MOOCs, enabling the large-scale development of digital competencies. Moreover, such initiatives can enhance awareness of open licenses, promoting the dissemination and reuse of OER to enrich educational processes across diverse contexts. By contributing to the Sustainable Development Goals—particularly those focused on quality education and reducing inequalities—this work represents a significant advancement in strengthening open education in Latin America and beyond.
